Since China embarked on the path of reform and openning-up,with the development of the non-public economy in China,the non-public economy has become an important part of the economic system and the important support of economy in our country.However,the conflicts between labor and capital in non-public enterprises continued to intensify, the labor controversy increased unceasingly, and is having became a significant factor in the construction of socialist harmonious society of China.In2006October,the CPC sixteen sessions of six plenary conferences through the "certain major issue decision about the construction of harmonious socialist society ".It put forward clearly first "the development of harmonious labor relationship". The report of18th Party Congress emphasizes again that" perfect the labor standard system and the coordination mechanism of labor relations, strengthen labor security supervision and arbitration, constructing harmonious labor relation." How to solve this "problem", the problems of advance the profession wages collective negotiation,and construct harmonious labor relation naturally become the focus of attention of many scholars.The system of collective wage negotiation has become a main method for western market economy countries to solve labor problem,our country introduced this system in2000,and has done much work in this respect, and made achievements.However,the Collective wage negotiation has last several hundred years in western industrial countries,our collective wage bargaining belongs to the primary stage,still has much room for improvement,such as the legislation for collective wage negotiation is not perfect,the difference betwee labour strength and capital strength is huge, the role of trade unions is not effective.It need further research and practice to develop this system.The prominent labor conflict gave rise to the profession collective wage negotiation in Wen ling city.and this negotiation is usesd to coordinate labor relations,maintain the basic interests of workers.The first try to the profession collective wage negotiation is the wool sweater industry in Xinhe Town,Wenling City, this industry has not appeared labor conflict for wages since2003because of the consultative machinery.After years of unremittingly hard exploration and practice, Wenling City gradually formed a democracy model of industry negotiation:" industry negotiation on standard,regional negotiation on the bottom line, enterprises negotiation on the increase".This paper takes the profession Collective wage negotiation in Wenling City as the basic object,and studed this system on the theories and practice of domestic and international.Furthermore,it should be the point of this paper to give some practical suggestion,in order to improve the system of collective wage negotiation in China.
