Research On Policy Failure Of Affordable Housing

As one of the important policies of social housing security in China, economically affordable housing has solved the housing difficulties in some low-and middle-income families, however, since this year, because of the influences of policy itself, policy performer, policy object, policy environment and other aspects, a certain degree of failure has appeared, which not only affected the effective implementation of the policy, but also made new problems emerge in the housing support, so it has drawn extensive attentions from public opinion and academic attention. Confronted with the status quo of partial failure, there were two different point of views about economically affordable housing policy, one party was opposed to the implementation of affordable housing policy, they believed that the affordable housing policy did more harm than good, so this policy should be abolished; but the other party was in favor of the affordable housing policy, they believed that the defects of.affordable housing policy could not belittle virtues, so they advocated revising and improving the affordable housing policy.Temporarily setting this dispute aside, this paper will analyze a variety of failure phenomenon in affordable housing policy, and then according to the gambling model under the assumption conditions of "economic man", the deep seated reasons of economically affordable housing policy failure can be obtained through exploring the complex relationship of benefit gambling among the stake holders, namely, central government, local government, real estate developer and low-and middle-income families, and analyzing the effects of social media and public opinion on stake holders in the gambling process. In the last part of the paper, in allusion to the status quo and the reasons of the policy failure, the author put forward relevant deliberations and recommendations to policy subject, policy objective group and other participants of the policy.
