| Cultivated land is the basis for mankind`s survival and also is the most importantresource for economic development and agriculture. As an indispensable part of the landresource, cultivated land is directly related to human survival and economic development.Scarce resources of China`s arable land is an indisputable fact. The most serious problemfacing in the next20years is that the decrease in the number of arable land and degradation inthe quality. Although government has adopted farmland protection policy, it doesn`t pay fullattention on the role of farmers in the implementation process which leads to a dissatisfiedresults. This paper is to provide a theoretical basis for the farmland protection policy and forthe establishment of effective incentives, so as to prompt farmers to protect arable landvoluntarily and to implement farmland policy smoothly and effectively.On the research of current situation about using of arable land in city of Zhengzhou andmain problems existing in the land protection, this study identifies four incentive factorswhich drives of willingness of farmers cultivated land protection on the basis of plannedbehavior theory and SEM, they are moral, attitude of behavior, subjective norms andperceived behavioral control. But not all farmers are affected by these four factors, soaccording to farmers education, cultivation duration, input of labor, type of farmland and percapita farmland area respectively, we make a comparation of influencing factors whichpromotes farmers protection between different groups of farmers. The paper concerned themodel of willingness of arable land protection, has some following main conclusions:Firstly, from overall view, it needs to enhance the enthusiasm of farmers farmlandprotection. The willingness of farmers land protection is affected by attitude of behavior,subjective norm, and perceived behavior control. In another word, when farmers think thatbehavior of protection of farmland is more moral, the attitude is more preference, and theinfluence by neighborhood and public opinion is more great, and the perceived controlbehavioral outcomes is more serious, they are more willing to protect farmland. So it needs tostrength the traditional ideological education and enhance the sense of moral responsibility offarmers. At the same time, it needs to improve the attitude of the farmers using external pressure. At last it needs to increase support of protection farmland to enhance theenthusiasm.Secondly, we propose some targeted improvement of the enthusiasm of farmerscultivated land protection. For farmers who have high-level education,long cultivationduration or has poor quality farmland, in order to guide and support their protection of land, itneeds to enhance their knowledge on cultivated land and enhance their attitude of protection,it also needs to highlight necessaries of protection and harmful results. For farmers who havelow-level education, short cultivation duration or good quality land, establish a landconservation example, emphasis on the advantages of cultivated land protection behavior willpromote farmers to conserve land. Otherside,for farmers who input less labor for cultivation,it needs to give support on aspects of knowledge, technology, material and labor so as to helpthem make protection determination. For farmers who has more labor, it needs to establishexamples and implement of standards from media, policy and their children so as to promotefarmland conservation. |
