The Study Of Government Responsibility In Social Pension Insurance System Of Urban Residents

Throughout the history of old-age insurance system, governments in the construction of endowment insurance system are the obligatory responsibility. In our country urbanization speed accelerating, an aging population growing, the status quo of family endowment functions increasingly degradation, to solve the problem of endowment insurance system in China urban non-employed residents old-age security problems, our government on July 1, 2011 implementation of the social pension insurance system of urban residents. The construction and development of social pension insurance system of urban residents is a complicated system engineering, of which the government responsibility is daunting, but the present situation of the lack of government responsibility to a certain extent, led to the development of the urban social endowment insurance system is limited.Based on the research results at home and abroad on the basis of combing the social pension insurance system of urban residents, on Marxist theory as a starting point, discusses the government should bear the responsibility of social pension insurance system of urban residents, and then analyzes the current situation and the reasons of the social pension insurance system of urban residents in the absence of government responsibility, drawing on the successful experience of foreign social pension liability on the government, and then analyze results to further improve the social pension insurance system of social pension insurance system of urban residents in our system of government responsibility for path selection,and concluded that the significance of the improvement of government responsibility in social pension insurance system of urban residents and urban and rural integration pension insurance system.May be the innovation of this paper lies in: first, the selected topic, China’s urban residents endowment in both theoretical research and practical operation is very weak, as a result, this paper has a strong reality in terms of topic selection. Second, the research object, this paper will study focus on the current endowment insurance system for urban residents in the problems of government responsibility, change focus on traditional residence in insurance system itself and the research of town enterprise worker endowment insurance practice. Third, theoreticalfoundation, this paper takes the theory of marxism as the theoretical support of this article, changed the past supported by welfare economics, the theory of distributive justice practice.
