Research On Livable City Competitiveness Of Changde City

The city is the center of production and life of human society, and is an important unit of economic activity. Economic globalization has promoted the city as the core of economic regionalization, but also to promote competition between cities. Since the1990s, urban competitiveness has become an important subject of concern by the Chinese and foreign scholars. So far, The city is the best settlement ever to survive and live in the form, the purpose of its construction and development is for a better life to people, but various contradictions is more and more prominent in this process, so people have been exploring the ideal of urban development model, and the concept of urban development is constantly updated. Livable city proposed at a long time, and is considered to be the effective way to solve the problems of urban development, and soon the concept of urban development has been widely recognized around the world.Firstly, on the basis of previous studies, the livable city competitiveness is to create and maintain by social, economic, environmental, cultural, institutional and policy relating to "livability" experience factors of urban residents, and these factors underwork together. In the process of competition between cities, it forms a variety of competitive advantage system to realize the value of city、meet residents’ needs and improve the livability. It is to be embodied mainly by the social and ecological harmony force, sustained economic development force, prosperity and power of science and culture, environment excellent ecological force, the city safe and stable power.Secondly, on the basis of the literature and consult experts, it preliminarily design of a set of pre-selected index including five two indicators,56three indicators, and then using the questionnaire method remove factors that are small on the associated degree of competitiveness of the livable city and is difficult to collect indicator data. And it ultimately determine the set of science and realistic evaluation index system that can be measured, including five two indicators,36three indicators.The third, on the province’s background, it analyzes the competitiveness of14cities in Hunan Province, to obtain the ranking of Changde, in2010. As follows, livable city livable city’s comprehensive competitiveness ranking is Changsha, Xiangtan, Changde, Yueyang, Zhuzhou, Hengyang, Huaihua, Zhangjiajie, Chenzhou, Loudi, Shaoyang, Yongzhou, Yiyang, Changde rank the third, and on the breakdown of the competitiveness rankings, the Changde rankings are off the front; obviously, Changde has livable high level of urban competitiveness, but there are also a part of the problem need to be strengthened and improve:②total economic output is small, and it has low level of industrial structure;②the opening to the outside world is not enough, a single export industry structure;③education and culture are less competitive, the lack of human resources;④the city public safety building is not enough, and the facilities of disaster prevention are not complete. And it analysises livable urban competitiveness trends of Changde City, by principal component analysis of the timing of global analysis to15years1996-2010.It profiles of the three stages:the initial stage-slow development stage-straight up stage.Finally, combined with the research results of previously proposed suggestions, Changde City enhance livable city competitiveness, mainly from the five aspects of social ecology, economic strength, technology, education, urban environmental capacity and urban security system.
