Performance is a familiar word, all organizations have to concern. Performance management and compensation management is the core of human resources management work. As a systems engineering, performance management is an important part of the human resource management, moreover it is the key of the organized competition. Britain and other Western governments will be applied to performance management in government, and gradually formed a set of heavy quality and efficiency, service to the people performance management system, greatly improved the efficiency of government administration. At present, China’s civil service system building in its infancy, with the deepening of market economy, government performance evaluation study has been more social attention, the State Administration of Taxation as a important functions of government department, the establishment of tax cadres and performance evaluation indicators for the construction of public service tax organization, to achieve modernization of tax cadre management has important theoretical and practical significance.In this paper, the research background about performance management, through the theoretical study of the performance management that contain the concepts, principles, contents, methods and procedures, and submit the theoretical basis of the tax system that as a government department established the performance management system. Link theory with practice, using a combination of qualitative and quantitative research methods, to follow the objective law of development of the work and the concept of performance appraisal process, in design and implementation performance evaluation indicators of Baotou, Inner Mongolia DAMAOQI Revenue Service (hereinafter referred to as Da Mao Bureau), about to use methods that contain the target management method, the key indicators of performance method, critical incident method, and form of Da Mao Board index system, do some exploration for performance management and incentive mechanisms of Da Mao IRS as example, attempt to develop the systematic research and combing for grass-roots civil service performance appraisal of the tax department, according to this basis, Da Mao put forward a set of effective management of the Bureau of performance appraisal mechanisms, and through empirical research, performance management of up to Da MAO IRS further improvements.
