Science and technology investment is the key factor to promote the innovation of science and technology and the development of science and technology.Financial investment in science and technology is an important part of the input of science and technology,it drives the investment of enterprise funds to science and technology,and thus plays an important role in the development of science and technology."13th Five-Year" put forward a clear plan to strengthen the leading role of technological innovation in economic development,increase financial investment in science and technology,strengthen basic research,improve the technology of independent research and development and innovation ability,provide lasting power for economic and social development.Therefore,the problem of financial investment in science and technology of Shandong Province,Shandong Province on the current and future optimization of financial investment in science and technology,the whole idea of clear financial science and technology funds,actively play the guiding role of financial funds for science and technology in economic development and build a complete system of financial investment in science and technology,has important theoretical significance and practical significance.This paper mainly includes six parts: the first part: the first chapter,introduction.Firstly,this paper introduces the research background and significance,summarizes the research results of domestic and foreign scholars,and expounds the research ideas,research content and research methods and innovation.The second part: the second chapter defines the related concepts of financial investment in science and technology,and expounds the general theory of financial investment in science and technology,including the endogenous growth theory,government intervention theory,technology innovation theory and the theory of public goods.The third part: the third chapter is the empirical analysis of Shandong province's financial investment in science and technology by using the DEA model,including comprehensive efficiency analysis,slack variable analysis and projection analysis.The fourth part,namely the fourth chapter,firstly analyzes the present situation and existing problems of the financial investment in science and technology in Shandong province.At the same time,combined with the empirical results,this paper analyzes the factors that restrict the financial investment in Shandong province.The fifth part,namely the fifth chapter,summarizes and draws lessons from the experience and practice of the financial investment in the representative provinces in China,and puts forward some suggestions for the improvement of the financial technology investment in Shandong province.The sixth part,namely the sixth chapter,according to the analysis of the fourth and the 5 chapter,combined with the actual development of Shandong Province,puts forward the countermeasures and suggestions to improve the financial investment in science and technology of Shandong province.The conclusions of this paper are as follows: according to the results of empirical analysis,the average efficiency of Fiscal Science and technology investment in Shandong province is 0.950,is effective in the year of the year,the proportion of the direct output of science and technology is insufficient,and the economic output is better than DEA(1995-2015).This shows that Shandong province is financial investment in science and technology continue to improve,but there is still much room for improvement,the existing scale of financial investment in science and technology,lack of funds for science and technology is not fully play the role of scientific and technological achievements obstacle problem,put forward to improve the investment in science and technology in Shandong province finance the constructive and operable suggestions.
