Impact And Evaluation Of Constructing High-speed Railways In Chinese Northwest Region On Transportation Market

In recent years, with the rapid economic development of China and the continuous improvement of people’s living standards, the infrastructure construction of China has been driving into the unprecedented climax era. Since January,2004, when the medium-and long-term Railway Network Plan was approved by the State Council, the railway construction of China has been developing at a very high speed, which also is bringing some sunshine to the Chinese northwest region and making the high-speed railway transportation be integrated into the northwest transportation market.The structure of the regional transport network will be changed when the high-speed railway is integrated into the northwest transportation market. Consequently, the transportation pressure of the existing railway passenger transport market will be relieved, the capacity of the regional freight transportation will be promoted, and the current transportation-capacity-decides-production-output problem, which hinders the economic development of Chinese northwest region, will be solved. So researching systematically and scientifically the influence of the high-speed railway construction in Chinese northwest area on the regional transportation market is an important task in the field of transportation planning.Taking the high-speed railway construction in Chinese northwest region as the background, referring to the results of the previous studies in this field, considering the resources in Chinese northwest territories, the transportation demands and capacities, this thesis adopts the principles of Transportation Economics, Marketing and Operations Research to establish a set of relative integral theoretical framework and calculation model, and then analyzes qualitatively and quantitatively the effects of the high-speed railway construction in northwest China on the transportation market in order to summarize the experience, discover the laws, and provide decision-making references for the related departments.The thesis based on "Dynamic Characteristics Research of High-speed Railways on Regional Economic"[National Social Science Fund Projects (2011) Applied Economic, Fund Number:11CJY067], the main researching contents of this thesis are as follows:Firstly, according to the investigation on the resources in northwestern territories and the transportation marketing conditions, the thesis analyses the factors which restricts the economic development of northwest region and the transportation requirements, and builds the utility function of the passenger transportation requirements to offer a theoretical foundation for the following related researching contents.Secondly, applying the multidimensional LOGIT model, and taking Zhengzhou-Xi’an high-speed railway, the only high-speed railway in the region, for example, this thesis researches quantitatively the sharing rate of all transport modes in the passenger transportation market after the high-speed railway integrated into the region’s transportation market. And then, the thesis continues to study the impact of the high-speed railway construction in northwest China on the induced passenger transport demands on its freight transport capacity and the assignment of the regional freight traffic.Finally, the thesis applies the analytic hierarchy process combined with the fuzzy comprehensive evaluation method to evaluate scientifically the fact that the high-speed railway has been integrated into the transportation market in northwest China, and the result shows the dominant position of the high-speed railway transportation in the northwest region transportation market.The research conducted by this thesis will provide an important theoretical reference for other regions to build high-speed railways and discover the laws to effectively guide the practice in the aspects.
