Fairness is the intrinsic value appeal and basic target of social security system. As theimportant part of social security system, the pension system has great effect on the livelihoodof the people and its policies must emphasize on fairness and outcome. But for variousreasons of history and reality, the obvious unfairness between different groups, business andregions of the pension system of Guangzhou has caused bitter controversy in society, andruined the function of the pension system to safeguard fairness, and effected the harmoniousdevelopment of society directly. Therefore the topic of this paper has important theoreticalsignificance and practical significance.This paper consists of five parts. The first part includes the introductions of researchbackground, meanings, research status at home and abroad, research framework, methods,possible innovations and shortcomings. The second part analyses the fairness of the pensionsystem from theoretical aspect, including the definition of core concepts, attribute of fairness,criteria and the origination of theories. The third part analyses the evolvement of fairness indifferent historic stages of the pension system of Guangzhou. The forth part analyses thephenomena and reasons of unfairness of the pension system of Guangzhou thoroughly. Fromdifferent aspects of household registry, personal identity, retirement age, forms of ownershipof enterprises and career status, the underlying reasons of unfairness are analyzed one by oneincluding the lack of fair concept, the momentum of historical factors and the shortage ofscience in the procedure of policy-making. The fifth part provides some solutions to theunfairness of the pension system of Guangzhou, including setting up fair concept firmly,improving the design of superstructure, establishing sound and unified pension system, andpaying attention to the transition of systems.This paper innovated from two aspects: one is the creative point of view. This paperanalyses the fairness of the pension system and is different from those researches of fairnessof financing systems like PAYG (Pay As You Go). It can create a new angle of research fromideology and superstructure and widen the field of research. The second is the creativemethod of research. The practice and experience of the pension system of Guangzhou aretypical and symbolic. Therefore this paper picks Guangzhou as the object of case study andexpects to benefit the development of the pension system of China.
