Research On The Problem And Strategy Of The Current Endowment Insurance In China

The Third Plenary Session of the eighteen has put forward that we should establish a more equitable and sustainable social security system to promote pension reform of the organs and institutions,and integrate urban and rural endowment insurance system.Social pension insurance system is an important part of the Social Security System;it plays an important role in economic development,people's livelihood and social harmony.With the advance of the market,and the process of urbanization,the aging tendency is increasing and China has entered the aging society in advance.According to "the development trend of China's aging population forecast report",2001-2020 is the stage that China's population is rapidly aging.Average annual,it will increase about 6 million elderly people,and annual growth rate is 3.28 percent which is much higher than the total population of 0.66 percent."Aging before Getting Rich" is a problem that can not be ignored.The past two decades,people are always paying attention to the reform of the pension system and different countries take different reform options.In the period,China establishes a new pension insurance system of social pooling and individual accounts to make universal coverage come true.Therefore,the study of the development of the pension system is great significance to alleviate the pressure of aging.The purpose of the article is to speed up the pension system to protect the basic quality of life,promote the construction of the social security system,transform the economic development and build a moderately prosperous society.The content in this paper is based on theories to study the fairness and impartiality of social pension insurance.And then,in retrospect foundation for the development of China's pension system to elaborate the status achievements and development of the pension insurance system,and the positive effects on economic and social development.Next,through analyzing the problems and reasons on pension system,the issue of pension funds and the fairness to put forward the methods improve the pension system.Finally,combined with relevant content and development of the United States,Japan and other countries,it puts forward the reform of the pension system measures,including pension coverage extension;fully pension funds;the methods of convergence of various types of old-age insurance system;the fairness of the pension system;the establishment of multi-pillar pension system model.
