The highway toll is an important means to raise highway construction funds. Chinesehighway compared with developed countries the development of late charges loan fees offinancing in order to speed up the construction of highway network, is an inevitable trend.The road toll of the world usually direct charges and indirect charges in two forms, directcharges for that vehicle traffic tolls, indirect fees, including road congestion fees. Of highwaydirect charges, the main charging mode: closed charging and charging.In the early highway development, the charging method is relatively simple. Is generally usedin the sub-models at the prevailing mileage fees to accounting. Such fees to manage a single,easy to operate, but with the upgrading of China’s economic development and highwaymanagement techniques, how to become the new demand charges at the same time themaximum extent to ensure traffic safety to reduce road and bridge wear and tear. Account theconcept of re-charges into the field of vision. Weight charges as to limit overloading tomaintain traffic safety, protection of important road and bridge facilities in the country has awide range of uses.In this paper, the analysis on the highway weight fees and highway toll policy, combined withthe actual situation of Guangdong Province, Pearl River Delta of Guangdong ProvincialExpressway network charges the regional weight fees to conduct an evaluation study. Weightfees for highway dollars, the existing civil conditions and the transformation of feasibility, thebenefits generated by the weight fees and other aspects of the analysis.
