The Study On Guangdong Provincial Expressway Government Management

As one of t he most important transporta tion infrastructure in Guangdong Province at present, the expressway is not only the natural m onopoly industry, but also about the economic development. In recent years, the rapid development of expressway in Guangdong Province, a variety of financing m ode for expr essway construction provides financial guarantee, but at the same time, in the process of building the infrastructure market, the social from all walks of life for the expressway have lots of queries. Access barriers, service quality supervision, the use of funds and other issues m ake the social from all walks of life pay more and more attention to expressway. In essence, the government management is not perfect, that is the m ain reason f or questioning. Therefore, this paper is to study on Guangdong Province expressway management, which has important theoretical and practical significance.Using public management theory, combining with the act ual situation in Guangdong Province highway, from three an gles of m arket access, operation mode, government supervision of Guangdong Provincial Expressway Development course, management status and problems were analyzed, and lack of relevant laws and regulations, public economics, government management from the three dimensions of analysis of market access, operation mode and government regulatory issues. This paper from the United States, Japan highway expressway management experience, combined with the actual situation, from the reform and development of three aspects of system, legal system, mechanism of management of Expressway in Guangdong province.
