Research On Land-use Equity And Efifciency According To Urban And Rural Harmonious

Coordinating urban and rural development, to promote urban and rural integration is an inevitable choice toward breaking down the dual urban-rural structure and reducing the gap between urban and rural areas. Coordinating urban and rural development means changing the traditional ideas of administering urban and rural areas separately and favoring cities over the countryside, through policy changes and institutional innovations, realizing all-round development of both urban and rural areas by taking cities and countryside, industries and agriculture, and urban residents and farmers as a whole respectively, and through unifies planning and concerted efforts. Coordinating urban and rural development is a new but fundamental approach to solving China’s farmer and agriculture issue. Land use, as a constraint coordinating urban and rural development an important bottleneck one of the factors included in the research agenda.This thesis is based on the theory of land value, land-use theory, system theory and synergetic theory and land use sustainable theory. Wuhan, as the study object, is for the purpose of evaluating the coordinating level of urban land and rural land from the perspectives of land use efficiency and equity. The article constructs the evaluating indexes of coordinating level of urban land and rural land from efficiency and equity based on urban and rural land use, uses entropy power method to calculate the weight of each index, uses integrating index method to quantitatively evaluate the equity and efficiency of urban and rural land, proposes measures and recommendations to improve the fairness and efficiency of urban and rural land use, provides reference to macro decision-making of Wuhan.The coordinating level of urban land and rural land is constructed of urban-rural efficiency of land use and urban-rural fair level of land use, meaning the extent of the macro coordination between market efficiency of land use and social equity under the government management. The efficiency indexes system of urban-rural land use are composed by land economic efficiency, land social efficiency and land eco-efficiency. The equity indexes of urban-rural land use are composed by land economic equity indexes and social equity indexes.Through the efficiency and equity of urban and rural land-use analysis and evaluation in Wuhan, we know that the efficiency of land use has significantly improved during2000to2009, the economic efficiency of land use is greatly improved, the social efficiency and eco-efficiency has a small elevation. The upgrading of the economic efficiency is mainly concentrated in the output efficiency of construction land and construction land’s intensive using, agricultural land’s efficiency decreased, especially cultivated land’s efficiency significantly decreased. Fairness in land use, the economic fairness of land use declines, the income gap between urban and rural residents had become larger, social fairness of land use had a large improvement, the social service for rural residents had been greatly improved, so that the fairness between the urban and rural residents had been promoted, and the overall social fairness had been improved. Against the evaluation results, combined with the actual situation of Wuhan City, the article proposed of recommendations to improve the fairness and efficiency of urban and rural land use from seven aspects. They are protecting cultivated area and guaranteeing food security, keeping an appropriate supply of land for construction and land reserves, enhancing employment services, energy conservation, unified planning of urban and rural land, integrating urban and rural land market and promoting the construction of rural infrastructure.
