It has been an urgent issue that pursuing economic development with the reduction of greenhouse gas. High speed industrialization and urbanization have accelerated China’s economic growth with the cost of the transition from cropland to construction land in peri urban Area. This transition leads the conflict of land resource allocation and impose a negative impact on regional carbon emission. It has been a new academic topic that how to improve the land allocation efficiency with the reduction of land use carbon emission in Wuhan Metropolitan Area. According to this, this research evaluated and optimized the rural-urban land conversion efficiency from the perspective of production efficiency, land economy, social and ecological investment. The minimum carbon emission during the transition has been calculated so as to find out the “low carbon and high efficiency” way for land resource allocation. The research structure is as follows: In the first section, the related theories and concepts have been introduced and reviewed the literature on cropland transition, LUCC and land use carbon emission. The concept of rural-urban land conversion carbon emission and rural-urban land conversion efficiency have been articulated and the research framework has been made out.In the second section, the current rural-urban land conversion in Wuhan Metropolitan Area and all counties inside has been introduced. From different spatial scale, the spatial distribution rationale of rural-urban land conversion in Wuhan Metropolitan Area has been analysed and the transition feature before and after 2007 in Wuhan Metropolitan Area has been clarified.The third section mainly focused on the theoretical foundation of rural-urban land conversion carbon emission. The carbon emission of rural-urban land conversion has been calculated so as to analyse its feature and disparity in the whole Wuhan Metropolitan Area and its different counties.The fourth section incorporated the DEA model. With the construction of efficiency calculation system, the rural-urban land conversion efficiency has been evaluated from the social-economical-ecologicalaspects. As the carbon emission could be regarded as the essential cost in the process of the rural-urban land conversion, it treats the unexpected output carbon emission as the investment.In the last part, according to the DEA calculation results, the gap between real rural-urban land conversion scale and its carbon emission with the optimal production has been assessed. The optimal allocation direction and amount of rural-urban land conversion have been proposed so as to reallocate the rural-urban land conversion quota and lower the carbon emission during this process.
