In the process of urbanization and industrialization, the transference of agricultural land to cities and the non-agricultural process of farmers are the inevitable demands in the development of the socialist economy. Land expropriation is the important way to ensure urban construction and economic development. At present, the land-deprived peasants in China have become a huge group. Among them, many peasants’ life has changed greatly because of the loss of the land. Firstly, it presents in a series of social problems, such as the lessening of financial income and living standard, the difficulties of employment and the lack of social security, and so on. The existence of these problems makes all kinds of social contradictions highlighted in the process of land expropriation. The reason for this is that there exist a series of problems in the current land expropriation compensation system, such as low compensation standards and the imperfection of compensation in social security, etc, which are the main reasons that lead to social problems in the process of land expropriation. The essence is the weaknesses of land expropriation compensation system leads to the farmers’ welfare level decline during the land expropriation process. Therefore, it plays a crucial role in the current land expropriation even maintenance of rural society’s stability and development to maintain the welfare level of landless farmers not reduce even improve during the land expropriation process. This thesis analyzes the major factors affecting changes of landless farmers’ welfare during the land expropriation process learning from foreign welfare measurement method. In the meanwhile, this thesis explores and establishes a welfare evaluation system for landless farmers during the land expropriation process. Furthermore, experimental research is also conducted. There are the following conclusions:(1)The thesis carries on some discussion about defining welfare’s concept and choosing quantitative method through a lot of literature reading. On the basis of feasible capacity theory of sen, this paper establishes evaluation framework concerning how compensation system of land expropriation affects peasant’s welfare. It is certain that the evaluation for land-expropriated peasants’ welfare consists of income, social security, housing condition, community life and environment, and psychological condition. This paper chooses Paper Street, Laoyi and Liaoqiao village in Zheng Dian Street, Bai Matou village in Jinkou Town and other three villages that locate in the integration area of urban and rural in Jiangxia District, Wuhan city as survey area. There are totally242peasants’ sampling questionnaires, including203effective samples. The analytical research demonstrates that land-expropriated peasants’ overall welfare level becomes worse and there exist differences in changes of those five factors that have influence on land-expropriated peasants’welfare after land expropriation. It can be seen on the whole that in addition to the improvement of living conditions proportion of all the other factors has declined. Among those factors, the changes of financial earnings and social security function are the most significant.(2)In Sen’s feasible capability theory, differences of individual conditions and social environment have different degrees of influence on the generation of welfare during the process of welfare conversion. The paper selects education level of land-expropriated farmers and the distance between expropriated land and economic center as influencing factors that affect welfare conversion of land-expropriated farmers. Through measure and calculating I find that different education levels and regional position all have affects on welfare changes in the process of land expropriation compensation. The study of these factors have practical significance for compensation system of land expropriation formulated on the basis of different expropriated peasants’ physical conditions as well as improving the landless farmers’benefit level.(3) In this thesis, through study we discover that in order to maintain and improve landless farmers’benefit level as well as the existing land expropriation compensation system, the main method is to set about from increasing collective land requisition compensation standard, completing land expropriation compensation’s social security system. Therefore, the practical capabilities of the landless farmers can be improved and this enables landless farmers to have the ability to develop themselves, to obtain and create more wealth as well as improve their own qualities. All these means enable landless farmers to participate in city life and have the survival and development abilities after becoming townspeople.
