The Research On The Measure And Upgade Path Of The Modern Agriculture Level Of Hubei Reclamation

Land reclamation, which is started in1950s, is a special economic and social system in China. It’s also an important component of china’s agricultural economy, and positioned as the "vanguard" of the construction of modern agriculture, so the modern agriculture development of state-owned farm has been concerned by the CPC central committee. From2006to2008, central document no.1explicitly requires that the land reclamation should play a leading role in the development of modern agriculture. In June2011, the ministry of agriculture issued the "national land reclamation economic and social development plan in the12th five-year", witch clearly said that the reclamation should accelerate the development of modern agriculture, and adhere to the Chinese road to modernization of agriculture. The CPC central committee and the provincial government of Hubei also have a cleat positioning of state-owned farms in Hubei, which should be build as the test area of rural reform, the demonstration area of modern agriculture, the first area of new rural construction and the gathering area of agriculture products processing. Therefore, the state-owned farms in Hubei province shoulder the important mission of developing modern agriculture construction. It’s an important issue to study the level of development of modern agriculture in the Hubei province land reclamation comprehensively, systematically and deeply.In this paper, according to the consolidation and review of literature and combing the theories and concepts, the meaning and characteristics of modern agriculture are clarified. The evaluation index system of Hubei modern agriculture of reclamation is constructed, combined with the actual situation, and the weights of indicators of all levels are determined by the analytic hierarchy process (AHP). Then the analysis of Hubei is processed with the use of statistical data, which measured the development level from the dimensions of time an space, and the restricting factors of development are also diagnosed. Finally, some specific and feasible policies and advices for the development of modern agriculture of reclamation are given according to the five main indicators in the evaluation index system.Here are some research results.2003-2010, the levels of agricultural development in Hubei province land reclamation are in two phases:2003-2007they are in the initial implementation phase, and the composite index score maintains the upward trend;2008-2010they are in mainly implementation phase, and the score also increased year by year. On the restricting factor side, except the output level which reaches or exceeds the standard value on the whole, the other four indicators are sorted high to low by restricting level as follow: the structural condition of agricultural industry, level of rural social development, level of agricultural inputs, level of sustainable agricultural development. The reclamation of Xianning, Jingzhou and Huangshi is in the initial implementation phase, the reclamation of Huanggang, Qianjiang and Xiangyang is in the mainly implementation phase, and the reclamation of Wuhan and Xioagan is in the full implementation phase. The industrial structure of agriculture is the main restricting factor in these8places. Also, the restricting factor of rural social development is exist in Wuhan, Xiangyang and Xiaogan, the restricting factor of sustainable agricultural development is exist in Jingzhou, Qianjiang, Huanggang, Xianning and Huangshi.The possible innovation is that:(1) Innovation of research perspectives. The research about agricultural reclamation of Hubei mainly focus on the reformation of system, but this paper mainly focus on the development level of modern agriculture, and attempt to explore the development status of modern agriculture by the method of combination of qualitative analysis and quantitative analysis, which makes the research perspective innovative;(2) Innovation of content. The core part of the research is to construct the evaluation index system of modern agriculture, using analysis hierarchy process (AHP) and comprehensive evaluation to work out the weight of each indicator, and then analyze the development status of modern agricultural reclamation of Hubei in time and space, which is not common in former literatures, so this paper new in content.
