The Value Dimensions And Realizable Ways Of People’s Livelihood Science And Technology

People’s livelihood issues are about the people’s life and means of living, including thebasic living conditions of the people, this is the bottom line of people’s survival, which meansevery member of the society is guaranteed to survive with dignity; people’s basic developmentopportunities and development capacity; and their basic quality of life, namely the social welfareconditions based on the people’s basic living standards.“People’s livelihood science and technology” is most directly related to people’s issues,which means the science and technology is relevant to what people are concerned most and theirmost direct and realistic interests, including the direct civilian science and technology as well asthe military technology for civilian science and technology.The main features of people’s livelihood and science and technology are as follows: it hasbroad mass base, and it is closely linked to people’s living, besides, it integrates value rationalityand tool rationality together, with a dual technical characteristics of innovation and diffusion.The connotation of people’s livelihood science and technology is changing with the developmentof society.The value dimensions of people’s livelihood and technology are embodied in these aspects:first, to meet the basic survival needs of people in their daily life, which is the fundamentalcontent and directly related to people’s living conditions, such as how to provide comfortableclothing, healthy food, environmentally friendly housing, fast and convenient transportation,quality and efficient health care. These are the primary tasks of people’s livelihood science andtechnology; second, to serve the people’s public safety, including information safety, food safety,public health safety, safety of public travel, asylum-seekers’ behavioral safety, evacuation sitesecurity, construction safety and so on; besides, to create a suitable living environment for peopleand make people live in a beautiful ecological environment, to stay away from the resourcesshortages, environment pollution problems, the frequent attack of natural disasters, and awayfrom the tortures of illnesses, which will improve the quality of life and survival status, maintaina healthy body and a better state of mind; to improve the people’ health level, and accelerate thedevelopment of population health science and technology, enhance people’ health securitycapacity, and place the control and prevention of diseases in an important position; in theinformation society, to minimize the violation of the privacy of the people.To realize the value of people’s livelihood science and technology, the following aspectsneed to be considered: firstly, to adhere to the people-centered development concept, preservehuman values and dignity, and refuse to engage in the research that is contrary to humancivilization; secondly, to improve and perfect the management mechanism of developingpeople’s livelihood science and technology, to adopt the highest evaluation criteria of people’livelihood science and technology, that is whether it helps people to survive and develop; besides,to listen to public opinions and improve the public’s rights to know and supervise; thirdly, toimprove the service quality and levels of people’s livelihood science and technology, facilitatethe development of the relevant strategic emerging industries, the research ability and the servicelevel of agriculture science and technology, and serve the general public better.
