In recent decades, with the purpose of enhancing the economic and social benefits ofgovernment investment projects, China has introduced a series of policies and regulations topopularize agent construction system in non-operating government investment projects and madesome beneficial attempts adjusting the local conditions. As agent construction system wasintroduced into trail implement not for a long time, many such as theoretical research andtechnical demonstration still insufficient, in addition to the imperfect mating laws andregulations, it indeed encountered many problems as lack of unified guidance and criterion,which, has aroused a deeply thinking among the field experts and project administrativedepartment.First of all, this thesis went through and investigated the mature experience governmentinvestment projects in China; introduced the current studies on theory research and applicationsof agent construction system both domestic and at home, also, analyzed the drawbacks oftraditional management mode of government invest projects by comparing Shanghai, Shenzhenand Beijing mode, as well as the comparative analysis on agent construction system mode andother management modes (CM, PM/PMC, Engineering General Contractor) in order to fullyrecognize agent construction system, explicit the responsibilities of the relevant parties.Secondly, taking the implementation of agent construction system undergoing its infancyand self-improvement process and the current situation of agent system in China intoconsideration, this dissertation analyze a series risk issues emerged in the development of realestate agent which greatly impede the development of the agent units and affect the popularize ofagent system directly, making it impossible to achieve the goals to improve the returns andmanagement level on government invested program. On the basis of data collection and surveyon the spot, this thesis conducts a discussion on the risks in agent system; the suggestionsproposed in this paper can be functioned as reference to the risk identification and its solutions.Finally, this thesis proposes some profitable suggestions to the key problems appeared inthe actual construction of agent unit based on the risk identification and corresponding solutions.
