Study On Transmission Effect Of Financing Policy Of Infrastructure Construction In Resource-exhausted Cities

After the state council promulgated《some opinions on promoting the sustainable development of resource-exhausted cities》 on December24,2007, the national development and reform commission identified12resource-exhausted cities on March27,2008. Along with the promulgation of the national policy, research on transformation of resources-exhausted city increase gradually. In the transformation of resource-exhausted cities, the construction of urban infrastructure plays a vital role. And the capital of urban infrastructure construction is most basic substance power and security conditions of the urban construction activities, whether it’s enough or whether it is used efficiency are in relation to the success or failure of the economic transformation. Although the financing channel of the construction of urban infrastructure in resource-exhausted cities has changed from the simple government investment into diversified financing, financing policy transmission effect is not ideal, and how to ensure the transmission effect of financing policy and provide sustainable stable source of funding for the construction of resources-exhausted cities meet the large-scale construction capital demand become an important theoretical and practical problem.This paper first introduced the meaning of the resource-exhausted cities and infrastructure, the government investment and financing theory, and introduces the related theory of transmission effect of financing policy, providing theoretical basis for the research of transmission effect of financing policy of infrastructure construction in resources-exhausted cities. Then analyzing the development and existing problems of transmission of financing policy of our urban infrastructure construction, analyzing main existing problems of transmission effect of financing policy of our urban infrastructure construction in Yichun and Panjin with measurement analysis method, finally, through analyzing the current situation and problems of the transmission of financing policy of our urban infrastructure construction in resources-exhausted cities, putting forward countermeasure to improve the transmission effect of financing policy of our urban infrastructure construction in resources-exhausted cities from the aspects of transmission subject and transmission system.Although there are many research about the financing of urban infrastructure, but mostly discuss the financing problems of infrastructure construction from the perspective of financing channels and financing mode, and put forward concrete measures to broaden the financing channels of infrastructure construction, and less research are from the perspective of " transmission effect of financing policy ", so the research of " transmission effect of financing policy "of infrastructure construction in resources-exhausted cities is the innovation points in this paper. This article mainly carry on qualitative analysis to related data of part of the resources-exhausted cities from1999to2009from the perspective of the relationship between the financing policies of infrastructure construction of the resource-exhausted cities and the development level of urban infrastructure. After identifying the problem that the transmission of financing policy has in resources-exhausted cities, we propose the improvement suggestions on transmission effect of financing policy.
