The Economic Transformation Effect Research On The Resource-exhausted Cities

The resource-based city is a special type of city,which will experience a stage of resource exhaustion.For a longtime,China's resource-based cities have been confronting pressures and problems in the development process due to the lack of overall planning,imbalance in the economic structure,slow development of alternative industries,the deteriorating environment,and social instability.In order to solve the problems,in 2001,the State Council began to promote the economic transformation work of resource exhausted cities,and defined the resource exhausted cities in three times.In 2013,the State Council formulated the "planning" for the sustainable development of the resource-based cities,to further promote the coordination of overall planning,and provide the basis for sustainable development.In the area of "Social and Economic Development of The Thirteenth Five Year Plan" of the economic development of all kinds of strategic planning,the transition of the resource-exhausted cities are all emphasized,therefore protecting and promoting the economic transformation of resource-exhausted cities have made important achievements.Gansu Province,as a traditional old industrial base in China,has been entrusted with the important mission of developing heavy industry at the beginning of its establishment.Resource-exhausted cities in Gansu Province have share the features of early and long-time development,the accumulation of many social problems.Honggu District of Lanzhou as a resources mining area,is a typical resource-based city relying on coal enterprises.In 2011 and 2014,has been listed as a national resource-exhausted city and national city of mineral demonstration base.The establishment of these platforms provided a great opportunity for the realization of Honggu District comprehensive transformation and the sustained and healthy development of economic and society.The` transformation of Honggu District has also achieved remarkable results.As an important node along the Silk Road Economic Belt,Honggu District has enjoyed the economic transformation for resource-exhausted city to promote economic and social development.Accordingly,Lanzhou city is of special significance to the effective integration of the construction Silk Road Economic Belt.In this paper,based on the method of combination of theory and empirical study,the economic transformation of resource exhausted Honggu District is studied,and the scientific evaluation of Honggu District economic transition of the resource-exhausted city effect is analyzed.In the course of the study,the author acquired the economic transformation of Honggu District and related data,and furthered measures of policy in-depth analysis by using the scientific method,the basic situation,development process,present situation,transformation measures,transformation effect,and the further steps.Research shows that Honggu District should actively promote the economic transformation and the innovation,optimize the industrial structure,and realize the coordinated development oriented development continues.Building an open platform can highlight the investment and achieve open development.At the same time,the government also needs to further endeavour to transfer funds for the resource exhaustion,to create a national recycling economy demonstration city,and build the national urban mineral demonstration base.
