Study On The Sustainability Of China’s New Rural Social Endowment Insurance System

With the development of the marketing, the aging of the population and the increasing gap between rich and poor, rural elderly endowment problem should be focused by the society. The new rural social endowment insurance system started the pilot projects in2009, and it means the new system has already implemented nearly three years by2012. The coverage of the system expands constantly, more and more people benefit from this system and the system has formed a relatively perfect financing, management and operation mechanism. The new system has been the best medicine to solve the problem of the old people’s endowment in rural area. But, the new system also exposed many problems in the process of implementing and they have influenced the system’s sustainability seriously. If we didn’t pay attention to the problems and resolve them, the whole system sustainability might be in trouble. So this paper focused on these problems and the influence factors of the system, in order to provide the solutions of the problems to security the system’s development and to make a theoretical contribution and practice enlightenment for the new system.This paper is mainly divided into five parts:Introduction is in the first part, it involves the subject’s origin and research significance, the literature review at home and abroad, the concept definition, the evaluation framework of the new system’s sustainability and the research methods. In the second part, I mainly introduce the design and practice of the China’s rural social endowment insurance system. The historical evolution of the rural society endowment insurance, the details of the China’s new rural social endowment system and the current situation of the new system in T village which is in Shandong Province. The third part is the main part of the article. It involves the assessment of the new system’s sustainability and the analysis of the influence factors. The sustainability of the system design, the sustainability of the management and the sustainability of the financial are included in the analysis framework. When I analysis the sustainability of the financial, I pay more attention on predictive analysis of the fundamental pension and individual account pension. Through the research I found that the public finance don’t have pressure on fundamental pension, but some local public finance will face huge pressure. The individual account will be faced with a deficit increased risk because of the unreasonable system and the aging in the rural. At the same time, I analyze the influence factors from the microcosmic view and the macro view. The key microcosmic factor is the farmers psychological to the system. I choose the case interview method to interview20farmers in the T village, so as to explore the farmers’ willingness about the new system. At the same time, I analyze the macro environment of the new system from the economic, social and cultural aspects. In the fourth part Ⅰ give some suggestions about the sustainability of the new rural social endowment system. And the conclusion is in the fifth part.
