Research On The Process Model For Governance Relationship Establishment Among Stakeholders In Hydropower Projects

The growth of economy depends on the consumption of resources. With the increasingly scarcity of resources, water resources have drawn extensive attention. Moreover, its efficiency of utilization has played an important role in the development of economy. However, the development of hydropower in China is less than50%of its capacity, which makes it be a big gap compared with developed countries. Taking the existing demand into account, developing hydropower construction is an key measure in accordance with China’s national conditions.With the gradual deepening of hydropower projects, the scale has become larger and the projects themselves have been more and more complex, which needs a great number of organizations to be involved. From the current practice, the responsibilities of stakeholders are not clear, which often leads to delay of projects. Furthermore, with the resources of the hydropower project originating from stakeholders, it is difficult to coordinate when more and more organizations are involved in the project. Moreover, the authority of the project manager is not sufficient to manage stakeholders, which affected the benefits of the hydropower projects. As to traditional single project management and enterprise project management, they do not focus on the division and coordination of stakeholders, which means they cannot deal with these problems effectively. Under such circumstances, researches on the hydropower project governance are being carried out gradually. The main body of project goven.ance is stakeholders, and the establishment of governance relationships among stakeholders can provide ideas to solve these problems. Thus, this paper defines research contents, which mainly contains four parts as listed below:In the first part, this paper briefly introduces the current situation. Then it points out that project governance can handle these problems effectively. Based on this, it analyzes the different perspectives of the relative research, and defines the research question clearly:the exploration of establishment process of governance relationships among stakeholders in hydropower projects. What’s more, the literature reviews on the theory of stakeholders, which iay a theoretical foundation.The second part is the research emphasis. It mainly analyzes the establishment process of governance relationships among stakeholders in hydropower projects. Firstly, this paper defines the governance relationships among stakeholders in hydropower projects. Secondly, this paper recognizes the key factors in the establishment of governance relationships through interviews and expert suggestions, and then extracts the key links using factor analysis on the basis of questionnaires. Finally, this paper builds the concept model of governance relationships among stakeholders in hydropower projects.The third part primarily designs the identification scheme of the concept model. Firstly, this paper verifies the hypothesis model with the method of structural equation model given the fact that some links in the model can not be measured accurately. Secondly, this paper designs the questionnaires. Finally, this part states the selection of the interviewees.The fourth part of this paper contains the analysis of the data and the discussion of the results. Firstly, it describes the results of the questionnaires. Secondly, it verifies the hypothesis model through the structural equation model. Finally, it discusses the verified conclusion.This paper draws the conclusion that the establishment of the governance relationship among stakeholders in hydropower projects contains four parts as listed below:the recognition of the stakeholders’requirements, the distribution of the stakeholders’ governance roles, the analysis of the governance roles’risk, the formation of the stakeholders’ regulation, and all the four parts are of great significance to guarantee the success of hydropower projects. This paper can supplement the theoretical system of hydropower project management, and provide guidance for the practice of hydropower project management.
