Preceded by theories of gradient transfer, growth pole as well as growth pole and territorial productive complex, industrial cluster theory is a new regional development theory which is endowed with instructive meaning to promote regional economic development and competitiveness. International experience shows industrial cluster theory is the product of fierce global competition in industry, and that it is the only way for the country and regions to respond to the challenge of globalization.Equipment manufacturing is known as mechanical manufacture industry for producing equipment, served as a fundamental and strategic industry to supply the national economy and security with technology and equipment and a significant symbol to measure international competitiveness of a country. To expedite the cultivation and development of advanced equipment manufacturing is to straighten industrial backbone of a region and a country. In recent years, the rise of equipment manufacturing in Hunan province has gradually developed industrial system which reaches a fairly high level with a wide range and large scale. However, it lags far behind international advanced level, weak in independent innovation capability and highly dependent on oversea, resulting in Hunan equipment manufacturing enterprises inferior to foreign rivals during competition. In order to change big manufacturer province to vigorous one, equipment manufacturing in Hunan province has to adopt industrial cluster theory, a significant channel to improve the competitiveness of equipment manufacturing.Firstly, the thesis analyzes the background of industrial clusters’ development nowadays and reviews the theories on industrial clusters and competitiveness at home and abroad. Then, attempt to use extended GEM model-GEMS model as research methods and establish evaluation index system appropriate for clusters competitiveness of equipment manufacturing. Next, adopt Delphi method and confirm evaluation index through analytical hierarchy process. Eventually, after conducting questionnaire survey on Hunan equipment manufacturing organizations, the effective scoring and comprehensive evaluation of various indexes of Hunan equipment manufacturing clusters competition have been settled and counted. Through analyzing scoring, discuss pros and cons of equipment manufacturing clusters in Hunan province and put forward some suggestions on its competitiveness.
