The Problems Existing In The Current Government Procurement System And Countermeasure Research

Government procurement system is an important part of the government expenditure management system, the government procurement system as a system of public administration and public policy system, it constitutes the country an indispensable part of political economy after the country’s practice and development. This article reviews comprehensively and analyzes the basic situation of Western countries’government procurement. At the same time, to the basic theory of the government procurement system as a starting point, use of public expenditure management theory, the Keynesian theory of government intervention, rent-seeking theory, the principal-agent theory and other theories in-depth analysis of the government the theoretical basis of procurement, improving and innovating the government procurement system from a theoretical point of understanding.
