In the background of globalization and regional integration, to ensure that the city get the advantage in the competition and keep the city long-term and stable development, distributing the resources between cities from the perspective of regional coordination has become a realistic choice for multiple areas.With the approval of the state council, national development and reformation committee set up "changsha-zhuzhou-xiangtan" urban agglomeration as an environmental and resource saving experimental site on December7th,2007. Setting up changsha-zhuzhou-xiangtan urban agglomeration as synthetically reform testing district, is a powerful measure of implementing the scientific concept of development, but also a new attempt of enhancing the overall competitiveness of the area via distributing the resources between cities from the perspective of regional coordination.Compare with the other three urban agglomeration (Changsha-zhuzhou-xiangtan urban agglomeration, wuhan urban agglomeration, zhongyuan urban agglomeration and jianghuai urban agglomeration)in central province, changsha-zhuzhou-xiangtan urban agglomeration is superior in the evaluation of environmental conditions, the industrial structure is reasonable, and economic output per capita is in a high level, but its total economy strength is not strong, science and technology is relatively backward, the function of government and the infrastructure construction are weak. To enhance regional competition of changsha-zhuzhou-xiangtan urban agglomeration, five measures should be taked:establishing a unified authority, seizing the opportunity of the industrial transfer, speeding up construction of economic network, attaching importance to technology innovation, promoting the construction of infrastructure.
