The Research Of Chinese Light Industry Security In The Context Of Anti-dumping

As a country with large light industry products producing and consuming, thelong-term accumulated conflicts and problems have gradually appeared during thedevelopment of Chinese light industry. Accompanied by problems such as lowindustrial concentration, weak technical innovation ability, lower qualities of laborforce, and especially the intensification of trade friction in recent years, Chinese lightindustry has confronted with huge pressure of internal disturbance and foreignaggression, indicating the safety of light industry cannot be ignored.Therefore, this paper conducts a research on the issue of trade friction andChinese light industry. Firstly, it systematically analyses the current situation ofChinese light industry development, especially focus on the details of theanti-dumping cases; and some major security threats during the its development aresummed up according to current situation. Secondly, by combining qualitative andquantitative method, this paper analyses the influence mechanism of anti-dumping onlight industry security, containing two aspects of direct and indirect mechanism.Thirdly, for the security of Chinese light industry under the circumstance offrequently happened anti-dumping cases, the paper refers to the results of currentdomestic and abroad researches on industrial safety indexes system. By adding thequantitative indexes of trade friction, it establishes an index system to evaluate thesafety of Chinese light industry, including4first-class indexes and25second-classindexes, and calculates the industrial safety of light industry from2001to2010respectively.The main results show that: the trade friction suffered by Chinese light industrypresents trends of a surge in case numbers, the strength increasing, and the initiatedcountry spreading from developed countries to underdeveloped ones. The influence ofanti-dumping on Chinese light industry includes direct and indirect effect, the formeris obvious in short term, while the accumulated effects of indirect effect also cannotbe neglected. Overall, Chinese light industry is in insecure state in2001, but from2002to2006, it becomes to basic secure state with a declined trend of the safety score,indicating the improvement of light industry security; from2007to2009, the industryreturns to insecure state, showing the bad situation of the industry security; in2010,the secure score comes down, and the light industry goes back to basic safety state. As to the first class indicators, the domestic environment states in basic safe situation;the international competitiveness turns from insecure state to basic safe since2006;external dependence is in basic safe situation for most of the years, but shows thetrend of deterioration; industry control force is always in insecure state.Finally, this paper provides some political suggestions upon how to respond totrade friction and to well develope light industry safety.
