A Study On The Tourism Resource Protection Policies And Regulations In Loudi City

Tourism resource is one of three elements of tourist activities. As an importantsegment of ecological environment and human environment of sightseeing spots, it isthe material basis of existence and development of tourist industry. With the rapiddevelopment of global tourism, tourism resource protection has been a commonproblem for the development of global tourism as the tourism resource destructiontends to arise. Laws and measures for tourism resource protection in our country canbe found in local laws, regulations and normative documents at all levels ofgovernment, but there are still many difficulties in practice. The tourism resourcedestruction happens regularly. Therefore, how to establish and perfect the local policyfor the prevention of resource destruction has been the focus of current research,which helps the local government realize the effective protection for tourismresources.The tourist resources in Loudi City are rich and good in quality, but its industryfoundation is very weak. In the follow-up process of Loudi tourism, how to protecttourism resources becomes an extremely important issue. At present, a lot of workconcerning agency security and tourism planning system has been done, and somelocal normative documents have been implemented, which plays an active role inprotecting tourism resource. However, there are still some of the obstacles in practice,such as the difficulties in conservation funds, the unconsciousness of localgovernment and citizens, the disorder of management system and conflicts amonglocal farmers.The essay focuses on analyzing the system of tourism resources protectionregulations and policies in Loudi City, trying to find out the weak link from manyaspects, such as executive policies, conservation funds, resource management system,or publicity, etc. On the one hand, the system, covering national laws, governmentalregulations and the rule of trinity, should be positively perfected and constructed.On the other hand, the system of policies of tourism resources protection and itsexecution should be constructed from transformation of concept, role of government,planning and mechanism. The system of protecting tourist resource depends firstly oneffective protection achieved by establishing a sound legal system. Loudi tourismresources protection project still needs to change four original concepts by enhancing environmental awareness, regulating the planning and implementation of policies,boosting the mechanism of tourist management, establishing special protectionagencies and normalizing the tourism resources protection, so as to make sure that allkinds of measures can be effectively executed.
