The sustainable development of the tourism demands to protect tourism resource. The World Natural Heritage Three Parallel Rivers is attracting more and more tourists by right of its unique geology diversity, biology diversity and multifarious nationality culture. It destories and pollutes the tourism resource due to Over-exploit, and puts people in mind of protecting tourism resource. Compare with the economical measure, educational measure and technological measure, in tourism resource protection, legal measure and administrative measure have more authority, force, stability and criterion. They are abundant of tourism resource in multi-type, high-class and well- known all over the world. In its regional range, the level of exploitation of tourism resource and the tourism development is very different from DiQing Tibetan Nationality Autonomous Prefecture, NuJiang LiSu Nationality Autonomous Prefecture and LiJiang City, but it is same in tourism resource destroy in the progress of tourism development in three areas.
