With the growth of population and the development of economic, arable land per capitain China is declining, the quality of land becomes increasingly lower, the ecologicalenvironment of land is more vulnerable, the village waste land highlighted, the waste ofvillage land is conspicuous. Increasingly attention has been paid on comprehensive treatmentof rural land, which is for the purpose of increasing the effective area of cultivated land,improving the rate of land utilization and production, promoting the construction of basicfarmland, promoting rural economic development and optimizing the allocation of landresources. Since the state for comprehensive land management project management has noclear norms and standards, the research on project overall management of comprehensiveimprovement of land is of great significance both in theory and in practice.This article analyzes the concept of comprehensive improvement of land and theoreticalbasis. According to the long build cycle, involving many departments, many unforeseenfactors for management characteristics; related personnel changes fast, vertical and horizontalcoordination, and large investment funds for implementation characteristics; regionalcomprehensive, multi-functional, multi-role effectiveness for role characteristics ofcomprehensive land management. the principle of comprehensive land management wasspecifically addressed. Then draw into the organizational level project management andproject process group management of comprehensive improvement of land.Secondly, the planning of project group to comprehensive improvement of land isdescribed, from the target to start, complying with the implementation process of projectmanagement of comprehensive improvement of land. Party committees and governments atall levels to lead, land and resources to build a platform, the party committee and governmentto strongly integrate sector resources, overall planning, projects and funds, establish andimprove the organization and coordination mechanism, and implement shared responsibility,Focus on the starting, monitoring and finishing process of comprehensive improvement ofland standing on the perspective of land resources. The starting process of comprehensiveimprovement of land is illustrated in the organization and bidding process of projectimplementation management. The monitoring process discussed the quality control, schedulecontrol, investment control, financial management, land ownership management, designchange management and information management. The finishing process discussed the finalacceptance of construction and performance appraisal. Evaluation Index System of overall management of comprehensive project is establishedin four areas—program and budget, quality standards, project time, management practices.Amount from the completion of major projects, completion of new land plan, implementationof budget, quality of construction, timely disbursement of funds, timely completion of case,use of funds, planning and designing of the case, work of ownership adjustment, the latter partof the case management and protection system, the implementation of five systems, archivesmanagement, public participation, assessment of public satisfaction. Basing on AHP todetermine the weights of evaluation indexes and then conclude the scores of experts’.Finally, Tianxin seven villages bridges’ comprehensive improvement of the overallmanagement of the project for background, which is of the town of Hunan Province, WugangDengyuan Tai through comprehensive land management system of indicators to assess projectperformance evaluation,,using the above theories and methods, coming to the excellentconclusion, to provide a scientific basis for judging integrated land management processimprovement project as a whole, and a good reference for related research.
