Since entering the21st century, the national conditions that there are more people and less land, less per capita usable land resources still have not changed. The total cultivated land resource shows a tendency of better progressly, and the decline tendency of per capita cultivated land is mitigatory year by year, because we have insisted the China’s family planning policy for a long time since the reform and opening, and adhere to the "protect the red line of arable land "and keep maintain growth" in recent years, and a series of cultivated land protection measures. Of course it is also owe to the national saving intensive use of every inch of arable land resources concept rooted deeply in the hearts of the people. AS the youngest municipality directly under the central government in China, the contradiction between the rapid economic development and cultivated land protection is difficult to avoid, and as the balance area of national grain production and marketing, its must ensure that the food and agricultural products come true self-sufficiency at least. Therefore, it is to be a big problem current that how to guarantee the rapid economic development occupies a large number of cultivated land resources under the premise of realizing dynamic balance of total cultivated land resource in the whole city. At this point, the rural land consolidation projects which look the agricultural land as the object and the rural land reclamation engineering which looks the idle land for construction purposes came into being. Through rural land consolidation activities, the agricultural land of inefficient use or not use get to be integrate and the contradiction between urban development and the cultivated land protection get to be eased. Through the land reclamation project of rural idle construction, the rural idle land resources be revitalized, realization the urban back-feeding rural economic development in the form of "ticket", and so as to boost the pattern of urban and rural development as a whole by sharing resources between urban and rural.The rural land comprehensive improvement is a project of benefit the people. And the contribution in transforming the rural social economic development, improving agricultural infrastructure, convenient farmers’ production and living condition and so on,is obvious. The research combined in the territorial management of the whole village land consolidation and the rural idle construction land reclamation engineering as the point of penetration of Chongqing since2010.we had analyzed the benefit of the rural land comprehensive improvement and influencing factors of three villages of Dazhu village, Tianzi village, and Daquan village. And we draws the conclusions as following:(1) Building the evaluation indexes system of the land comprehensive improvement on village field must consider both the territorial management of the whole village land consolidation and the rural idle construction land reclamation engineering. The land comprehensive improvement project of village field includes the social benefits and economic benefits, ecological and landscape benefit four singles benefit and integrated benefit, and we selected18evaluation indexes, constructed three layers evaluation index system.(2) The comprehensive benefit evaluation of estimate of different village-level on land comprehensive improvement was different, and each single benefit evaluation of the same village was different. The comprehensive benefit evaluation of estimate has the higher, but the single benefit value does not necessarily higher. The comprehensive benefit evaluation of three village domain presents Tianzi>Dazhu>Daquan,the value are successively0.7391,0.6994,0.1602.The social and economic benefits evaluation present order Tianzi>Dazhu>Daquan,too.But the ecological and landscape benefit value present Dazhu>Tianzi>Daquan.(3)The benefit evaluation values of land comprehensive improvement project on village-level are closely linked to the degree of the regional economic development, but both out of the proportion. It is obvious to improve the economic development of backward rural. The social and economic benefits are evident than ecological and landscape benefits in the four benefits of the village-level of land comprehensive improvement.(4)The influencing factors of rural land comprehensive improvement benefits mainly include the land use pattern of selection, social and economic development situation and natural environment conditions. And the different factors come into being the difference influence degree on the benefits of the land comprehensive improvement project.(5)It is very necessary to improve the benefits of the rural land comprehensive improvement project in future. And we should start from headstream of the project controlling layer upon layer. Specific measures can be considered five aspects as as following:firstly, controlling prophase selection site, surveying and mapping strictly of the land comprehensive improvement project; secondly, sharpening the team construction of planning and design team, and enhancement the scientific nature and rationality of engineering planning; thirdly, Strengthen the management of late stage to ensure the sustainability of the project benefits; Fourthly, with the chance of the urban and rural areas overall plan development of Chongqing, speeding up development of the rural land comprehensive improvement project, and improvement the real benefits of engineering on the agriculture, implementation the engineering optimization; fifthly, changing the single land use patterns of peasant household, guiding the farmers to select the better planting patterns and increase economic income.
