Most of the study perspectives and concerns are similar. There is very little empirical research. These researches are lack of the study about how central towns promote industrial clustering and what the mechanism and ways of industrial clustering are. These mechanisms contain economies of scale, path dependence and innovation, industry chain and Industrial transfer. There are five ways. These ways contain construction of new industrial park, industrial chain business and Industrial clusters cultivation, the perfection of the production service, human settlement construction and Infrastructure construction. In combination with the Tang xi Center for the town of construction, studied five hardware tools industry agglomeration status, mechanism and way, finally puts forward the construction of the town center to promote rural industry agglomeration policy recommendations.I hope that we can arouse the attention of rural industry agglomeration research through this study. We can open new thinking for the construction of the town center and provide suggestions for the urban and rural development.
