Research On The Benefit Evaluation Of Rural Settlements Renovation

The current our country rural settlements land common exist homestead idle, land useextensive, layout chaos and other issues, and land utilization rate is low. At the same time,lack of planning results in rural settlements traffic inconvenience and inadequateinfrastructure. These are vastly disproportionate to the conditions of land resources shortageand the objectives of urban and rural development; it affects the rapid, healthy andcoordinated development of economic and social. Rural settlements renovation has been animportant measure to increase the arable land, to alleviate demand for construction land, toimprove rural living conditions and promote the development of urban and rural areas. Chinain recent years has widely carried out rural settlements renovation, and achieved goodeconomic, social and ecological benefits, but the specific benefits is still unclear at the presentand the related quantitative evaluation study was weak. Therefore, quantitative evaluation ofrural settlements renovation benefit has become a science topic to be solved to improve ruralsettlements renovation benefit and promote its healthy development, and it has greatsignificance to enrich comprehensive renovation of rural settlements theory and regulate andguide the practice. Using analytic hierarchy process and comprehensive evaluation method,taking the Zichuan District Zhangzhuang Township, Taihe Township and Longquan etc.Towns these3project areas for the study, the research evaluated the economic, social,ecological and comprehensive benefits of rural settlements renovation. Main contents andresults were as follows:(1)Rural settlements renovation benefits evaluation method. Rural settlementsrenovation benefits are generated by the renovation, which include the economic, social,ecological benefit and comprehensive benefits of the combined three. On the basis of analysisin influencing factors of rural settlements renovation benefits,taking comprehensive benefitsfor target layer,the study established rural settlements renovation benefits evaluation indexsystem which included economic, social and ecological benefits these3criteria layers andevaluation index layers like per capita increase in cultivated area, area of rural residential landper capita reduction rate and settlements in new green rate.The research proposed to use theAHP to determine the index weight and multi-level evaluation model to calculate theeconomic, social, ecological, and comprehensive benefits. (2)Renovation benefits evaluation within the project areas.The evaluation showed thateconomic, social and ecological benefits of rural settlements renovation were different. In theprojects, Zhangzhuang Township social benefit was greater than ecological benefit and muchgreater than economic benefit, the evaluation scores respectively were98.81,95.62and73.95;social benefit increased mainly due to the increase in per capita arable land area, area of ruralresidential land per capita reduction and settlements infrastructure supporting rate,theevaluation scores were100,100and96.37. Taihe Township economic benefit was greater thansocial benefit and much greater than ecological benefit,the evaluation scores respectivelywere92.30,70.09and62.58; economic benefit increased mainly due to increase in income percapita and increase in cultivated and decrease in residential areas, the evaluation scores were97.63,94.84and93.70. Longquan etc.Town economic benefit was greater than ecologicalbenefit and much greater than social benefit, the evaluation scores respectively were98.74,98.10and97.86, which were all close to100and had little internal differences.(3)Renovation benefits analysis between the project areas. Evaluation results ofeconomic, ecological and comprehensive benefits in the3project areas showed thatLongquan etc.Town project was greater than Zhangzhuang Township project and muchgreater than Taihe Township project, the comprehensive evaluation scores respectively were98.29,91.28and77.69. Evaluation results of social benefits in the3project areas showed thatZhangzhuang Township project was greater than Longquan etc.Town project and muchgreater than Taihe Township project. in the economic and ecological benefit evaluationindicators, for Longquan etc.Town project,only the rate of increase in per capita income,increase in cultivated area and new farmland irrigation guarantee rate these3index evaluationscores were between96and100, and the rest scores were100, thus this project area had thebest economic, ecological and comprehensive benefits. in the social benefit evaluationindicators, for Zhangzhuang Town project, increase in cultivated area per capita and area ofrural residential land per capita reduction rate2index evaluation scores both were100.Andthe two indicators combined with a higher weight of0.4789and0.2981.It showed thatZhangzhuang Town project had the highest score in the evaluation of social benefits andsocial benefits were best.For Taihe Township project,only the rate of increase in per capitaincome index evaluation score was the highest among projects, and the rest scores were thelowest among projects, and thus its benefit was the worst, especially the social and ecologicalbenefits.The study achievement can provide a reference for rural settlements renovation benefits evaluation, and it had great significance to increase rural settlements renovation benefits andenrich and consummate rural settlements comprehensive renovation theory and method.
