The status of the land in human society is irreplaceable. With the economic, scientific and technological development, increasing of population, there have been many problems such as ecological environment is deteriorating, farmland is decreasing and conflicts between people and land are intensified, and issues of these sites are growing worse. Irrational land-use structure has become an important factor restricting economic development. The population, food, resources, environment and other major issues that the world today faces, mostly are related to inappropriate land-use structure. Land use structure optimization is the core of the overall land use plan, has been proposed by the reason that the scarcity of the economic supply of land resources, as well as the irrationality in the process of land use. Therefore, the research on the land use structure optimization is significant in the sustainable use of land resources.In this paper, we use empirical research, and regard the city of Zhangjiagang as the study area,2006as annual base period. The main contents are including:Land use structure optimization concepts, basic theory and methods of the land use structure optimization are provided; it collects and collates data on land use and socio-economic data of Zhangjiagang City over the years, summarizes the basic profiles and socio-economic situation of Zhangjiagang City, analyzes land use status of Zhangjiagang City, and analyzes land use structure change and its impact factors during1996-2005; to calculate the land use structure Shannon entropy of Zhangjiagang City, and define the equilibrium degree and the dominance degree of land use structure based on Shannon entropy formula, may reflect the order level of a regional land-use system, and the rationality of land use structure of Zhangjiagang City, may reveal the law of land use structure in time and space changes in the area; it proposes land use structure optimization objectives and principles, predicts population, land area, grain yield of Zhangjiagang City in2020using GM(1,1) gray prediction model, builds a gray linear programming model to research on land use structure optimization, aiming at the best economic benefits and taking the social and ecological benefits of the theoretical optimum into account; solve the model and propose the land use adjustment and the safeguard measures in order to allocate land resources rationally among the various departments in the national economy, exploit rationally and have effective protection of land resources, and make full use of regional advantages, in order to achieve maximum efficiency of land use and sustainable use, provide the basis for the revision of a new round of land use planning.
