The Research On Financing Difficulties And Countermeasure Of Affordable Housing

China’s current construction of affordable housing is undergoing a phase of adjustment and innovation. Affordable housing construction is in the large-scale development. Faced with problems such as capital bottleneck, land supply, and the primary issue is fund shortage. Over-reliance on government financial investment in affordable housing financing model is not sustainable. Affordable housing construction funding sources must be innovated. It appears to be particularly important on how to adapt to the developing requirements of the city at current stage, and to attract private capital to broaden the financing channels in the construction of affordable housing, combined with the characteristics of the affordable housing. This paper focuses on the policy documents issued by the government and research trends in recent years, completely and systematically analyses the existing capital sources of affordable housing, investment and financing problems and reasons, then puts forward some approaches to broaden the financing channels in the construction of affordable housing, such as perfecting the legal system, tax breaks and subsidies, actively playing the role of commercial banks in the financing of affordable housing construction, making full use of the bond market to raise funds, attracting the insurance money involved in the construction, etc. At the last, this paper introduces a specific example of financing programs for affordable housing in Nanjing to show the possibility of multi-channel financing model.
