It is in the period of development, change and reform that the scientific an d technological capability gradually becomes the decisive factor to weigh the c omprehensive competitiveness among countries. Thus, enhancing the regional s cientific and technological capability can put the region into a favourable positi on, contributing to the upgrade of its industrial structure, transformation of its e conomic development and growth mode. One of the necessity of enhancing reg ional scientific and technological capability is to build up strong and efficient s upportive force for regional science and technology which can save the cost an d optimize the environment to promote development of regional science and tec hnology. Objective evaluation of the supportive force is of practical significanc e in figuring out existing problems in science and technology and improving its development effectively.Based on certain innovation theories of science and technology, such as na tional innovation system, institutional economics and regional innovation syste m, this paper theoretically analyses the factors in influencing regional supportiv e force system for science and technology, and it builds up the index system of evaluation for the supportive force from four aspects, namely science and techn ology environment, science and technology resources, science and technology s ervice and science and technology system. Meanwhile, taking Guangxi as an ex ample and selecting evaluation indexes which can reflect the regional supportiv e force, this paper analyses the current situation of supportive force system for science and technology in Guangxi according to the index system mentioned be fore, and puts forward some effective policies to improve its supportive force f or science and technology.
