With the continuously development of economic and fiercely increased market competition, many metallurgical enterprises have to contract turnkey projects in the country or even world-wide, thus the difficulty of management will increase accordingly. The way of directly being involved in the project management in the past will no longer fulfill the requirement in new situation. Therefore, increasing project management autonomy and improving project management capabilities will be the first choice. From October2009, SHANGHAI ARITIME INFORMATION TECHNOLOGY CO.,LTD started to undertake Hebei jingye steel bar project, in the process of the implementation of this project, they introduce the idea of project risk management to project management, the purpose is to ensure the project objectives achieved by utilizing scientific management methods.The construction of EPC project is a large and complex project, it will be a tremendous risk to the construction without scientific and effective management, the quality of project is also difficult to guarantee. Therefore, the author introduces the concept of project management into the construction of EPC projects, utilizes project management and combination project time management, project cost management concept in project management to ensure the standardization of follow-up projects with reasonable progress and can maximize profits, reduce risk, enhance achievement abilities.The purpose of this paper is to introduce the theory of project risk management to the construction of heibei jingye steel bar EPC project. This paper first introduce the concept of project risk management and current research progress and clarify the operability of implementing theory in the Hebei jingye steel bar project. Then, from the perspective of project risk management and project time management, project cost management to discuss how to implement risk management of EPC project. Through scientific project management, it is easier to find unreasonable aspects in the project construction process and corrected it timely, to ensure the quality of the construction, to reduce the cost and also to ensure more standardized and smooth realization of the subsequent projects.
