The Scientific and technological revolution promotes the development of worldscience and technology business incubator, and the reform and opening up togetherwith economic globalization promotes the birth of China’s science and technologyventure incubator. In our country，the science and technology business incubator as agovernment investment in public service，it is an important carrier of the Governmentdeveloping enterprise incubator in public services. How to play the role ofGovernment in building and developing science and technology enterprise incubator,and become an important measures of regional innovation system development, isalso the objective needs of building the service government in our country.Thisarticle is intended to analyse the Government’s role in science and technologyenterprise incubator, and domestic and foreign experience for reference, noted thatdeepening the construction of sci-tech pioneering public service functions to the newpath.This article researches the role of incubator building of Governments in scienceand technology enterprise by field researching, documents and case studying, andother research methods. It also makes a deep research on Tianjin Dongli area. First,from the Government transformation, social transformation, public servicediversification of demand, as well as technology business incubators to provide publicservice layers, this article shows that it is necessary to develop China’s science andtechnology pioneering service. Then analysis on the incubator at home and abroadand the role of Governments in science and technology enterprise incubator and otherrelated research, pointed out that research is not enough, to clarify the meaning of thisstudy and continue to deepen public service functions of science and technologyincubators in order to build the public service platform; thirdly, through the analysisof current status and problems in the Dongli District of Tianjin Government, thearticle summarizes the problems of whole incubators.
