Along with the development of the society and economy, sciences and technology is playing a moreimportant role in supporting the development. Therefore, increasing S&T resources has been invested inmost counties. Agricultural sciences play a vital role in solving the “San Nong” problem, and changingthe agricultural production mode. As the pioneer of agricultural sciences, institutions of agriculturalsciences shoulder the responsibility in developing the agricultural sciences. China authority wouldincrease the agricultural S&T resources investment in order to promote the agricultural sciences.In view of this, the study discussed the problems of the condition allocation of national institutions ofagricultural sciences, and reviews the current S&T resources researches. This study aims to explore theway to optimize the condition resource.The study reviews the allocation of S&T resources theory as well as the concept of allocation ofagricultural S&T resources. Based on Data Envelopment Analysis, it estimates the efficiency ofcondition factors in Chinese Academy of Agricultural Sciences from2006to2010.Then, it analyses thefactors which have influenced the efficiency. Besides, it also analyses different types institutions inCAAS. Finally, plans are proposed which would optimize the condition allocation of institutions ofagricultural sciences.Analysis results shows as follows:1. From2006to2010, condition resources in CAAS were increasing steadily, which providedagricultural sciences with material insurance. However, it has remarkable regional differences andunbalance in condition resources allocation.2.The condition resources efficiency of CAAS maintained stability from2006to2010.3.There is significant different between efficiency of different institutions in CAAS. Theefficiency of eight institutions in technique and scale is1, the efficiency of other four institutions intechnique is1,and efficiency of sixteen institutions in technique and scale is between0.230to0.998.4.The analysis of the net value of fixed assets and special fund for repairing and purchasing showsthat:the efficiency of seven institutions in fixed assets is between0.752to0.935, and the efficiency offourteen institutions in special fund for repairing and purchasing is between0.383to0.892.5.Compared with the non-profit institutions, the efficiency of institutions which plan to transfer toenterprises has no significant difference.In the end, thesis makes proposals for the allocation of institutions of agricultural sciences.
