In modern times, technological resources are not only the source of human wealth,but also are force of socio-economic growth to promoting the fundamental driving.However, the scarcity of science and technology resources, requires that we must payattention to allocation of the science and technology resource. Only the optimalallocation of science and technology resources achieved, scientific and technologicalresources to improve the efficient use of technological resources, we will give full playto the strengths and potential of the science and technology resources. Integration as ameans of science and technology resources, regulates dynamically in process ofcompetition in the market, supply to each other and interact to achieve the optimalallocation of the state through the reallocation of existing science and technologyresources. It will connect science and technology and economy closely, and promoteregional economic to develop sustainably and coordinately.Shenyang, as a central city of the old industrial bases in northeast of China, has astock of scientific and technological resources in their own unique advantages. But itsexisting quantity and quality of scientific and technological resources can’t meet theneeds of technological development. There are many problems in the allocation ofresources in a science and technology, which can be serious impediments to economicdevelopment in Shenyang. In this paper, which is based on theoretical studiesincluding the domestic and foreign ones, is focus on analyzing the technologyresources of Shenyang, and based on data envelopment analysis(referred to asDEA)method to build a regional science and technology analysis and evaluation modelfor optimal allocation of resources and evaluation system. It will analyses and evaluatethe allocation of the scientific and technological resources and put forward reasonablesuggestions to improve the technological efficiency of resource allocation, in order tooptimize the allocation of resources in Shenyang.
