With the farmland keeping shrinking and the challenges arising after China's entry into the WTO, the realization of the agricultural modernization has to rely on the advancement of agricultural techniques. We are well informed of the facts that the development of agriculture needs the supports from science and technology and talents as well, that the institutions of agricultural scientific research is the main playground to achieve agricultural techniques innovation and the suppliers of the agricultural science and technology achievements, and that the scientists and engineers are the backbone of these institutions. However, having long suffered from the obsolete systems of management of the agriculture researches and the particular shortcomings in these institutions, the brain drains in these institutions is severe, which leads to an unstable talents team with low morale. As we all know, talent resource is the soul of the science and technology, which is commonly referred as the primary productive force in China, thus the agriculture research institutions should cherish the talents and take the human resource as the primary one. So, in order to realize the agricultural innovations, how to speed up the human resources development for a high-quality R&D team is extraordinarily urgent for us. Besides, the human resource development is the key factor to promise the progress of the agriculture science and technology and the development of the agriculture industry. The managers confront the desperate tasks that how to motivate the talents in the institutions of agricultural scientific research at all levels to tap their capacities to utmost and how to let the talents find their proper positions.The essay employs relevant theories in Public Management science and Human Resources Management science, and uses the research approaches such as the literature methodology, the method combining the theoretical analysis and the case study, and the method of combining the quantitative and qualitative analysis. Through analyses of the basic theories like incentive mechanism, career planning, and human resource management, the essay attempts to show the significance of the effective motivation in technical human resources of the institutions of agricultural scientific research; and then, by taking the Shanghai Academy of Agricultural Sciences as a typical case, the essay analyzes the human resource situation and the current problems, on the basis of which some pieces of advice and solutions on the improvement and innovation of the current management, policies and institutions have been given.The essay consists of four parts. The first part is an introduction, which introduces the background, the meanings, the status quo of this research home and abroad , and at the same time the concerning theories, the thread and the approaches of this research. The second part mainly focuses on the incentive mechanism, the career planning, the policies of strategic human resource, and especially, gives a thorough appraisal on the structure of the scientific human resource and the problems in the current human resource management. The fourth part discusses how to build and improve the development of technical human resource and discusses the effective development of science and technology personnel from perspectives like the strategy development, the post management, performance appraisal system, development and training, career planning of employees and so on.
