Since new China was founded over60years, there has many defects In agriculture,rural development is relatively slow, under the traditional conditions of rural and urbansegmentation, urban and rural social and economic structure was not accompanied by theadvance of market-oriented reforms in China. Along with the modernization processaccelerating, the problems of agriculture, countryside and farmers have become increasinglyprominent, deep contradictions gradually highlights, we must earnestly solve them.The central committee of comrade Hu Jin-Tao as general secretary stands in strategicand the overall situation high, thoroughly analyzed international and domestic situations,fully complied with the new requirements of China’s economic and social development, fromthe party and national undertaking development, proposed "new socialist countrysideconstruction" the great historic mission.
