Chongqing Comprehensive Evaluation And Countermeasures Of Sustainable Development

With the high speed development of economy, the world population growth,resource is becoming more and more scarce,"sustainable development" has become theonly way for the development of the society. How to realize sustainable developmenthas become a common discussion of economists, sociologists, ecologists andgovernments around the world. The development of economy should not be to the costof the destruction of the environment, and the development of economy should alsodrive the progress of the society, it is not only beneficial to the economic development,and also is the need of the development of human beings. Therefore, sustainabledevelopment should coordinate economic, social and environmental development.This paper based on the regional economics and development economics, use thesustainable development research result of scholars at home and abroad. In this paper,the object is Chongqing sustainable development situation. Because Chongqing is theonly municipalities directly under the central government as the western, thedemonstration area of recycle economy in the Midwest. In the "eleventh five-year plan"period, the average annual growth of Chongqing economy is14.8%, per capita GDP forthe first time to catch up with the national average. If the fast growth of the economyhave subsequent power, the people’s life and environmental conditions are also got thecorresponding improvement, the comprehensive level how sustainable development, itis the discussion of this paper. Moreover, this paper will evaluate sustainabledevelopment level of Chongqing.Based on the sustainable development of Chongqing construction situation ofeconomic, social, environmental three subsystems, selected a total of33all kinds of sonindex. Through the principal component analysis(PCA) calculate three subsystemsdevelopment index, then use the analytical hierarchy process (AHP) get the threesubsystems weight, and concluded that the sustainable development of the citycomposite index. Through the result of sustainable development composite index, usethe longitudinal comparison method analysis the sustainable development of Chongqing,summarizes the sustainable development of Chongqing general development process.At the same time, use the cross-sectional method compare the sustainable developmentof Chongqing to other typical provinces (east Midwest five provinces), and rank eachsubsystem and comprehensive development index of Chongqing and other provinces,find out the existed advantage and disadvantage of sustainable development of Chongqing with other provinces. Finally based on the principal component analysis inthe above, selected the input and output index which influence the system of sustainabledevelopment, created the data envelopment analysis (DEA) model. Through the dataenvelopment analysis (DEA) model on the provinces of sustainable developmentefficiency evaluation, and at the same time through the projection analysis to find outthe difference in input and output index of Chongqing sustainable development withother representative provinces. Based on this, configure the resources effectively;provide the sustainable development of Chongqing an improvement path, and putsforward relevant countermeasures of Chongqing sustainable development.This paper selects the provinces and Chongqing of different degree for comparison,the previous research achievements of the city is more than a longitudinal comparison,or based on large area within the scope of the horizontal comparison, and lack of thehorizontal comparison of different degree development between provinces and city. Atthe same time, this paper sets up the index system have specific aim in the indexselection than ever, suitable for evaluation Chongqing ability of sustainabledevelopment.
