With China’s accession to the WTO and the high-speed economic Development, the unmatched contradictions that existing civil airports and the rapid growth of air transport’s working is more and more obviously. Besides that unbalanced distribution of the areas of civil airport and general distribution density is small. Now economic society needs lots of air transport, so to satisfy this, our country must build more and more modern airports. But as civil aviation management system in China, airport construction project management level is low; management mode is single, backward, disadvantages more. Civil airport construction becomes a big investment, needs high technology the management is difficult and risky project special is large. So how to run this project effective scientifically needs to solve urgently.Due to the basic theory of integrated management, from construction management program, timing influence of project, influence of area economic, investment, technology content, digital degree, complicated checking course, limited time, government’s intervention and so on, this article summarizes the civil airport construction engineering project management feature, from high quality demanding, from engineering quality requirements, the engineering schedule control, engineering coordination complexity, project investment management, engineering information management and project risk management, it summarizes the civil airport construction project management characteristics. It also analyzes that the present situation of the civil airport construction project management, finds out the project management professional level, working efficiency, benefit from project investment, the role of supervision engineers and the supervision system in the existing problems, and analyzes the civil airport construction project the disadvantages of traditional management mode. Based on this, puts forward a new management mode, adhere to the scientific project management organization and implements the scientific principles of the airport project management countermeasures, such as human resources. Combined with Sa’er Tu Airport of Daqing construction project integrated management situation, from the airport project the owner’s point of view, this paper summarizes the airport construction project integrated management experience, and it is expected that it can provide the method, instruction for our country civil airport project management level and other industry project management level.
