In recent years, with the replace contradiction of China’s oil resources outstanding, thedomestic oil resources appear relative shortage, the import dependence is increasing. Chinapetroleum enterprises go overseas for petroleum exploration and development to implementinternational business, which can meet the objective need of China as a net importer of oil, at the same time,it can also guarantee the national security to provide oil support for the sustainable development of energy.At the same time, with oil resources gradually reducing and the complicated reservoirtype, the difficulty of exploration and development project was continuously increasing, andthe construction cost also showed a rising trend. Facing the intense competition, the oilcompanies not only explore overseas markets, but also strengthen the cost management. Theytake various measures to reduce the cost, and strive to improve economic efficiency, in orderto realize the sustainable development of the enterprises.With China’s overseas oil project gradually increasing, the traditional management modeof the cost control method and technology exposed some problems and insufficiency, and itcannot be adapt to the international petroleum market requirement any more. There is alreadya big gap between ours and the international advanced oil companies. Thus, in the newsituation, the further regulation and perfection of the cost control system of overseas oilexploration and development projects has very important theoretical and practicalsignificance.This article firstly summarizes the research background, purpose and meaning, currentresearch at home and abroad, then it introduces the basic theory of the cost control of theprojects of overseas oil exploration and development with progression method, in order tomake clear the characteristics and cost structure of the overseas petroleum exploration anddevelopment project, as well as the research methods in constructing the cost control system.On this basis, under the contrasts between domestic companies and international oilcompanies about overseas oil project cost control methods and measures,it analyzes the mainproblems of cost control on the overseas petroleum exploration and development projects inour domestic oil companies at present. On the basis of putting forward the goal and the principle of construction cost control system, the core content of this paper sets up the costcontrol system, including investment decision control, the feed forward control and operationcontrol, feedback control and evaluation after the project. At last, in order to safeguard thecost control system of projects of overseas oil exploration and development, it proposes fiveaspects of the security measures.
