Priority Order On The Investment Of Pastoral Public Goods In Xinjiang

Construction of Pastoral Areas is an important part of the construction of new socialistcountryside in Xinjiang. The effective supply of public goods plays an important role inpromoting the development of animal husbandry in economy, maintaining the stability ofpastoral areas in political and upgrading the overall quality of herdsman in culture. Urban andrural’s completely different construction which exists long-term in our country cause publicfinance extremely lopsided in urban and rural public goods investment, thus public productinvestment in pastoral areas is less and less. Public investment in the pastoral areas is underthe condition of insufficient, only through the investment target selection, give priority to thesupply of those which could enhance herdsman’s living standard and have an urgent need tothe economic development in pastoral areas. All of this could optimize the public goodsinvestment structure, improve the efficiency of fund utilization, and achieve the optimizationof resource allocation.This paper, guided by the investment in public goods theory, learned from the domesticand foreign public investment research, analyses priority order of public investment inXinjiang pastoral area. It select the country of Mulei as the representative object, and make ametric analysis to the statistical data of pastoral public goods nearly20years, ultimatelydetermine the investment priorities.Apart from introduction, the paper includes four parts:The first part, the paper elaborates rural public goods investment priority order theory,and takes this part as the theoretical foundation of pastoral public goods priority orderresearch.The second part, it analyses current situation of the public goods investment in Xinjiangpastoral areas and study the overall situation of public goods separately from the scale of thepublic goods investment and investment instruction, at last it elaborates existing problems invarious types of public product investment.The third part, it analyses public goods priority order of pastoral areas in Mulei. Employing the Impulse Response Function to analysis the impact scale of animal husbandry’sGDP which caused by the changes of public goods investment, and employing varianceDecomposition to analysis the contribution rate caused by each variable, finally take this asthe basis for establishing investment priorities.The forth part, it puts forward effective suggestions to improve the pastoral areas ofpublic investment in Xinjiang. The first is to increase the quality of public goods investment;The second is to perfect supervision mechanism and improve the efficiency of investment ininfrastructure construction; The third is to increase herdsmen settlement project investment;The forth is streamline the Department, improve the level of administrative system andgovernment officials’ performance evaluation system; The fifth is to improve the people’slivelihood, speeding up the construction of social security system in pastoral area.The innovation of this paper is divorced pastoral areas from the new rural constructionsas a special area, and study the priority order of public goods in pastoral areas, whichconcluded the priority order of public goods is the capital construction of public goods, theherdsman housing public goods, pastoral expenditure and departmental operating expenses,relief funds of pastoral areas.
