The Priority Order Of The Government Provision Of Rural Public Goods Based On The Comparison Between Urban And Rural

The development of our social and economy has been in a dual system state in the long run. After reforming and opening. Although our speed of economic development is high, the changes in the economic structure of dual system is slow. Under the influence of our dual economy and dual public service system, urban and rural equalization of public service is still very grim. Therefore, the problem of urban and rural public service hasn't only become an important topic of building a harmonious society and the new rural construction, but also a current hot issue related to livelihood issues.This paper provide a theoretical basis and reference to narrow the gap between urban and rural public services. From the connotation of public goods and public services to began, compared rural public goods and urban public goods. Equity point of view to analyze the supply gap between urban and rural in terms of education health care and social security. And reveal the problem of the supply of public goods to be solved by empirical analysis, and through the priority ranking list first to solve the rural public goods. The article is divided into five chapters. The first chapter of introduction, and analysis of realization and theoretical background. Reviews the research status at home and abroad.The domestic research respectively from the connotation of the equalization of public services, the reasons of the inequality in urban and rural public services,the way of equalization and supply of public product in priority order. The abroad research mainly focus on the basic theory of public services and public finances.The second chapter is theory basis which mainly applied to the theory of rural public goods and equality. The third chapter is based on chapter one and two to respectively analyze current situation, reason and influence from three aspect of eduction, health care and social security. Inequality of the government supplies in the rural basic education from three aspects to discuss, including the financing, foundation funds and the school of condition of urban and rural. The health care from aspects to began:the total cost, health resources and health levels of urban and rural.Social security is discussed mainly from the mode, expenses of minimum living and expenditure of financial of urban and rural. At the same time, analyzing the reasons and influence of inequality in public product of urban and rural.The fourth chapter is empirical, using the data of education, health care and social security from1999to2010to calculate the corresponding Theil index to measure and priority sorting. The fifth chapter put forward a design of optimization which according to the analysis of status quo and an empirical.Empirical research indicates that social security is the largest gap between urban and rural public service, followed by health care, the last is education. Therefore, social security is needed to give priority to develop, followed by heath care and education, which is to optimize supply of public goods in rural areas. The largest gap is given priority to supply, so that it can effectively alleviate the gap of public service between urban and rural.
