In today’s world, the situation about the supply of energy is more and more severe, and the environment problem caused by the unreasonable structure of energy consumption which is based on fossil fuels becomes apparent increasingly. In this situation, every country has taken appropriate measures. So as a country which consume much energy, China proposed energy-saving and emission reduction target in the "Eleventh Five-Year" plan:per unit of GDP energy consumption reduced by20%, the emission of the main contamination reduced by10%."12th Five-Year Plan" indicated that, facing the serious resource and environmental constraint, we shoud enhance crisis awareness, establish a green and low carbon development concept in the process of social and economic development. Bacing on the energy-saving and emission reduction, the production method and consumption pattern of resource saving along with environmental friendly shoud be accelerated, and the capacity of sustainable development should be enhanced.Based on the above background, using Excel software, qualitative and quantitative analysis methods analyse the change of energy consumption structure of the period2005-2010in Changsha City. The paper has five chapters:The first chapter is the introduction which including research background, significance and research status, ideas and methods of this study. The second chapter, describing the Changsha City’s energy production and energy consumption, the analyzing of energy supply and demand situation of Changsha City. The third chapter, analyzing the variation character of the energy consumption structure in Changsha City containing the structure of energy consumption type, energy consumption in the industrial structure, energy consumption structure about internal industrial. The fourth chapter, the relationship between economic growth and energy consumption are analyzed from the elasticity coefficient of energy consumption and energy consumption intensity. The fifth part are the conclusions and suggestions. According to the analysis, advacing countermeasures that is conducive to energy-saving and emission reduction and promoting the society construction of resource saving along with environmental friendly.In this paper, the conclusions as follows1) The contradiction is existing between energy supply and demand in Changsha City."Eleventh Five-Year" period, the Changsha City’s per unit energy consumption of GDP is declining, energy saving and emission reduction has been achieved some success. But along with the rapid economic development, energy demand is also increasing. In Changsha City, most of the energy are transferred from the outside. Energy supply and demand is still standing out, energy saving and emission reduction is still a long and arduous task.2) The variation characteristics of energy consumption type structure in Changsha City. Coal and electricity is still the main energy, oil and natural gas consumption is less in Changsha City. From the status of final energy consumption, the growth rate of coal consumption assumes downward trend and the proportion accounted for the total energy consumption of Changsha city is declining; electricity and oil consumption is increasing; while natural gas consumption is rising, but the proportion accounted for the the total energy consumption is still low. From the point of energy consumption of industrial enterprises above designated size, the coal is still the main source of energy, but coal growth rate is declining; electricity and natural gas consumption has increased, oil consumption is decreasing; coal, oil, electricity and natural gas consumption is mainly concentrated in manufacturing, relative to the manufacturing sector, mining and electricity, gas and water production and supply consume less energy.3) The variation characteristics of energy consumption in industrial structure in Changsha City. Energy consumption including the production and living consumption, the energy is mainly using for the production, and the second industry consume most of the production energy consumption."Eleventh Five-Year" period, the proportion of energy consumption of the first and secondary industry accounted for the total energy consumption assume downward trend. Per unit energy consumption of industrial GDP in the secondary industry is declining. The proportion of energy consumption in the tertiary industry accounted for the total energy consumption is rising because of the rising of the proportion of the energy consumption in the transportation, storage and postal industry.4) The main problem of energy consumption in Changsha City. The proportion of coal consumption accounted for the total energy consumption is too high, while the electricity and natural gas accounted for total energy consumption is low; The energy consumption proportion of secondary industry accounted for the energy production consumption is still very high. Number of natural gas, energy consumption are used for the manufacturing sector, that is to say, there is a great decline space within the industry.
