Human resource is the driving force of social development, is the first resource of the society. Human resources management is one of the modern enterprise management, it is different from the traditional personnel management is a new management theory and management system. The state-owned enterprise is an important part of the national economy, the national economy in China is the main source of income. The reform of state-owned enterprises road has gone for more than20years, efficiency and strength with significant improvement. In the reform of state-owned enterprises has made achievements at the same time, we also should see, our state-owned enterprise in the management still exist many problems, especially in the field of human resource management, and modern enterprise management is still a big gap.The research object of this paper is the Baotou heating corporation human resource management of state-owned enterprises. Divided into four parts, the first part explains the selected topic reason, background and significance, the paper points out the research methods, analysis of the domestic and foreign research in human resource management status. The second part of the human resources and human resources management are introduced, the specific analysis of the traditional personnel management and modern human resources management, and puts forward the human resources management of the new development; introduce some related domestic and foreign research results, on the future of human resource management development tendency are discussed, thus objectively the next step is related to human resource development trend is forecasted, future management provides a new idea, new enlightenment. The third part introduces the Thermal Corporation of Baotou city human resources development present situation and the human resources management problems, and these problems were deeply analyzed. The fourth part of an antidote against the disease, the face of the company existing problems puts forward the reform measures of human resource management.
