Nowadays, to realize the long term goal of sustainable development and core competitiveness became the important leverage for the survival and development in fierce competition for all enterprises. At the same time, human resource management guaranteed the invincible position of the enterprises, and became the key to achieve the above goals. The establishment of human resource management department is mainly for the attraction, development, retention of talents, as well as to inspire them to contributing to the outstanding construction and development of company. State-owned enterprises are outstanding characteristic and the superiority of the socialist system with Chinese characteristics; they are also the core carrier of the public sector of the economy. With the rapid development of economy, the internal management adjustment which according to national policy and external market changes of state-owned enterprises became the key to the long term and healthy development.The human resources management of HB pharmaceutical company was the example to be studied for research of state-owned medicine international trade enterprises. As a subsidiary of Chinese large state-owned pharmaceutical group, HB Pharmaceutical Corporation attached main business on the development and business promotion in international market, and the annually sales increased steadily year by year. However, restricted by the insufficient preparation innovation and constraint factors such as production and testing equipment, the main export market were Asia, Africa and Latin America, those low profit, open market. For the further development of HB Pharmaceutical Corporation, there was an urgent need to break through the bottleneck, and compete with private enterprises, foreign-invested enterprises in Europe and the United States restricted market. And excellent business talents and management talents became the key factor of successful implementation of medium-term and long-term goal. The establishment of human resource management department is mainly based on attracting talents, developing talents, retain talent, and inspire talents to make outstanding contribution for the construction and development of corporation.Statistical analysis method has been adopted to analyze the age, education background and professional title of human resource management of HB Pharmaceutical Corporation. The conclusion shall be drawn that the HB Pharmaceutical Corporation cultivated a predominantly young and middle-aged, as well as excellent staff team with high quality. In accordance with the problems including having difficulty to retain the talents, unable to effectively arouse the enthusiasm of staff and lack of long term staff training proposal, this paper analyzed the cause of the problem and studied the countermeasures, and put forward the following suggestions: firstly, to improve the recruiting of the talents, to reform training method, and perfect the company culture management gradually; secondly, to establish restriction mechanism and internal competition mechanism, and to regulate performance management and supervision mechanism; finally, to perfect material motivation mechanism, to establish staff career management system and to establish spirit motivation mechanism.Although HB pharmaceutical companies has limitation caused by geographical location, company system, industry development and international economic environment, by enhancing the management ability, improving the management mechanism of management of human resources, the problems of human resources management in development can be fixed effectively. The paper aimed at providing a reference and enlightenment of human resource management for other state-owned international trade enterprises of pharmaceutical industry.
