| The new rural social pension insurance legal system is an important part of China’s social security,that it is significance for the protection of the rural elderly "sense of security".Especially for China’s huge rural elderly groups,the system is related to the vital interests of the everyone.Although China has now developed a mral social pension insurance system,and is being actively promoted and pilot,but it is not prefect,the legislation is not high level.The existing system in the implementation process,there has been a series of questions.In this paper,based on the analysis of rural endowment insurance system,combined with the country of mature old-age insurance system in rural areas,starting from the existing system,proposed the idea of improving the new agricultural insurance system,the improvement of rural endowment insurance system.This article is divided into three parts:the first part of the theory of rural endowment insurance,analysis of the existing rural endowment insurance made,based on national conditions,summed up the defects of the system itself and the implementation effect since the implementation of the new rural old-age insurance system.Problems encountered in the system level and the specific implementation process to be integrated and summarized, pointing out the deficiencies of the existing and new agricultural insurance system; the second part of the use of comparative analysis method, analysis of the legislative experience of foreign countries has a rich rural endowment insurance and complete legislative system of rural endowment insurance. Summary of the characteristics found worthy of our reference models and methodologies; The third part is the focus of this article, through analysis of the of current status and foreign legislative summary of the model, combined with China’s national conditions, at this stage from the external environment of the system itself and system implementation improve the vision of the new agricultural insurance system in China. |
